    Yes. If a town has “excess spending,” then its district spending adjustment includes that excess twice in the computation. 32 V.S.A. §§5401(12) and 5401(13).
    Excess spending means the per-pupil spending in excess of 130 percent of the excess spending base (essentially the statewide average). The base is $8,729 for tax year 2005 (FY06). The district spending adjustment is the ratio of the district’s education spending plus excess spending to the base education payment. Here is an example.
