  • Will there be towns where the nonresidential tax rate is lower than the homestead tax Vermont

There will be some. For example, consider a school district with a common level of appraisal of 95%. The school district spends, say $10,600 per pupil.
The nonresidential tax rate is $1.5894. That’s $1.51 divided by the common level of appraisal
    ($1.51 / .95).
The homestead tax rate will be $1.6320. That’s $1.02 times the district spending adjustment divided by the common level of appraisal:
    $1.02 x district spending adjustment =
    $1.02 x ($10,600 / $6,975) =
    $1.02 x 152% = $1.5504
    $1.5504 / .95 = $1.6320
