March 5th and still no W-2 Texas

My daughter's former employer has not issued W-2s to any employees and it's now March. When she called about it last week, they were very rude to her and said the forms would be sent out as soon as the accountant got them done. She was paid with regular business checks and has no idea what wages were reported and what, if any, payroll taxes were deducted. Is there an agency she should report this employer to in an attempt to get her tax form before it's too late to file?
