  • Withholding Tax

My employer in Texas, has deducted taxes from my paycheck weekly, but has not paid them to the IRS for the year of 2004. Since no money was paid to the IRS associated with my social security number, will I get my refund when I file my tax return? Do I have any recourse if the IRS does not send me a refund?
