    I am a Union Local. Our membership has voted to give a member 4k due to hardship or a personal situation. I am torn as do I call this a gift or award. I am cutting 1099's for vendors and am unsure if this one needs a 1099.

    If a gift under I need to report nothing and an award I do.

    Is it to be paid back? What "bucket" is this payment coming out of?

      If the Union is basically making a charitable donation to the member, then no 1099 is required.
