    Have a first floor condo
    Whenever people walk about in unit above us it sounds like there's a broken floor rafter or hardwood flooring improperly installed as there are squeaks and rubbing noises with every footstep .could be nails rusted out from water heater burst upstairs years ago that had no drain pan
    In general who is responsible to fix ? Upstairs unit , downstairs thru ceiling or condo assoc ?

    It depends on what the problem is if there is one. Read your HOA documents. In general, if it is the flooring material it would be the owner of the unit. If it is structural to the building, the condo association. Or, it could just be that when you live with others above you, you are going to hear them moving about.
