Each year, the president joins the adoption community across the country in proclaiming November as a month when Americans should be aware of adoption as a way to build a family. There about 1.6 million adopted children under the age of 18 -- 2.5 percent of all U.S. children of householders, according to the U.S. Census Bureau. Sixteen percent of all U.S. adopted children are African-American, 7 percent are Asian and 2 percent are Native American. Thirteen percent of all U.S. adoptions are foreign-born. More than 80 percent of European-born adopted children under age 6 are from Russia or Romania, while nearly half of foreign-born adopted children are from Asia.
