what the law for step dad to adopt ,boy 14 in pa .when bio- father is in Florida, Everyone wants the adoption to happen but bio -father cant make the trip north to go to court. And what does it cost now a days ,can the child change his name for free at the time of the adoption he wants to drop his first name and take the middle name as his first name, maybe pick a new middle name and take the new Daddys last name.
