What was the Medical mileage reimbursement rate for 1/1/1997 - 12/31/1999?
Labor Code section 4600, in conjunction with Government Code section 19820 and the Department of Personnel Administration regulations, establishes the rate payable for mileage reimbursement for medical and medical-legal expenses and ties it to the Internal Revenue Service (IRS) published mileage reimbursement rate.

Doesn't appear there were a lot of directives issued by the DIR for 1999 rates...
The easiest way is to fill out a Mileage Reimbursement Form, issued by the I&A office, and let the CA calculate the mileage based on the effective rate/year. The online forms do this for you...but not for years past.
The CA will use mapquest/yahoo maps or the like in figuring your mileage... and you should watch that carefully. Even though there may be only a mile or two difference, there can also be up to 10 or 15 miles at times. Those online calculators are not that accurate compared to the real world.
The question begs to be asked however... WHY are you addressing 1999 mileage in 2010 ?
