  • Payment of vacation time in Ohio

Our empoler wants to pay out our vacation time only twice a year. !st in end of March second in end of sept. So if we were to take vacation in Febuary. for a week we would not see payment of that week till the end of March. Is that legal?

Yes, it would be legal. They do not have to provide paid vacation at all, and Ohio is not one of the states that considers vacation time to be wages.

It sounds like a silly idea to me, and will probably cause more problems that it will solve, but it is not illegal.
The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
