I'm a non-exempt employee, salaried. I get 2 - 15 minute breaks during the day and 1 hour unpaid lunch. Can I work through my lunch and leave early 1 hour? What kind of rules or laws are in place on this topic? Or does company policy prevail? I'm in PA. Thank you.

Company policy prevails. PA law does not require that you receive any breaks at all, so it's up to your company whether they will allow you to work through them.
The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
