    I am wondering if an employer can withold from a final paycheck amount due for any unreturned equipment that the employee has signed that they have in their possession? If it is in the handbook that this may be done, does this make it legal?

    Withholding Pay

    Yes, as long as the amount after the deduction causes the employee to be at minimum wage or higher.
