Is it normal for some companies to force its employees to participate in a 401K program, using the employee's Health and Welfare Allowance to fund the 401K, and on top of that, not match the employee's contribution? I work on a Federal Contract.

Yes. It is normal for some companies to do that.
Is that what you really meant to ask? Or did you intend to ask if it was LEGAL for companies to do that?The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
