    A friend of mine asked me if its legal to have a mandatory meeting during lunch break, without pay? I feel if you are required to be there, then you should be paid.

    Generally agreed. The one obvious exception would be for employees who are both Exempt and Salaried (or Exempt and Outside Sales). Those classes of employees are not paid based on hours worked, so the situation would not be legally meaningfull for them. For any employee for whom it legally matters what "hours worked" are, what you describe is indeed "hours worked".

    Rest and Meal Periods: ... Bona fide meal periods (typically 30 minutes or more) generally need not be compensated as work time. The employee must be completely relieved from duty for the purpose of eating regular meals. The employee is not relieved if he/she is required to perform any duties, whether active or inactive, while eating.

      Also -

      Title 29 labor code 785.27 Attendance at lectures, meetings, training programs and similar activities need not be counted as working time if the following four criteria are met:

      (a) Attendance is outside of the employee's regular working hours;

      (b) Attendance is in fact voluntary;

      (c) The course, lecture, or meeting is not directly related to the employee's job; and

      (d) The employee does not perform any productive work during such attendance.
