If an employer accepts an employee's notice of resignation for a specific date (in this case 1 week was given) and terminates the employees employment prior to that date are they obligated to pay the employee for the regular hours they would have worked during the notice period?

No, they are not. Many employers will do so as a courtesy but it is not required by law in any state.The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.

In some states, yes. You can always file and find out. There is a one-week waiting period in Texas before benefits kick in, so at best it would be one week of comp.
