Not legal. PA minimum wage is $7.15/hr, of which a maximum of $4.32/hr can come from tips, assuming tips are available. This covers all hours worked in the workweek. The 50% overtime premium for hours worked by the employee (half of $7.15/hr) is $3.58/hr, all of which must be paid by the employer.
