    Non-exempt employees never have to be paid for "time not worked" except in a few states that have reporting time pay laws as Patty noted. (or unless there is a binding employment contract guaranteeing a min. # of hrs. paid)

    Ohio is not one of the few states that has a minimum reporting pay law. So you can pay them for what they worked only.

    Are there a minimum number of hours we must pay our hourly employees when they report to work or can we pay them as little as time worked if it is an hour or less?
