    From a practical viewpoint, even if you win this argument, you will look bad. The situation emphasizes your mistake (not turning in your timesheet) and your continued mention of the issue will keep it at the forefront of everyone's mind.

    Also, it is not illegal to threaten to withhold pay, it is only illegal to actually do it. It is a common threat used in payroll to get the employee's attention.

    No, they can't.

    But they can discipline you up to and including termination for not turning in your time sheet.

    Also, they have no legal obligation to pay you for the vacation time.
