    Is it NY state law that we can not offer medical coverage to employees that work less than 20 hours.

    No. But you are not required to offer it, either. Even to full time employees.

    The law rarely if ever forbids you to provide a benefit to your employees. They may not require it, but if you WANT to offer coverage to employees working under 20 hours, the law isn't going to tell you, you can't.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
