Yes and yes, because there is no law that prohibits them from doing so. Now if there is a CBA or employment contract that sets out a required procedure, that would be a matter of contract law.

My position is being eliminated, but I can apply for two other positions within the company. One will pay about the same wage, and the other will pay significantly less.
The company is restructuring and there are three positions available for six internal candidates. Four of the candidates are only allowed to apply for the higher paying job, and two of the candidates (myself included) can apply for both.
Three of the candidates are basically applying for the higher paying jobs that they already have.
Can a company make you re-apply for a job that you are presently doing and can they dictate who can apply for open positions?
