    I have 3 weeks of vacation time left on the books at a florida company and they have not paid me. What are my rights and who do I complain to at the state level?

    Florida law does not require the payout of unused vacation or paid time off at termination.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.

      And what that means is that there IS no one to complain to at the state level or at the federal level.

      If the policy states that such time will be paid out at termination or the company has a past practice of doing so, you might have a civil claim.
