    my question is if a non-profits org. funded with taxpayer's money, can it be legal to put anyone on its payroll without coming to work and claim work at home? Should it call fraud?

    And how do you know that the individual is not working from home?
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.

      Legally or Not Legally

      Because that person did not have any evidence or work assignment to prove that he or she has spent 8 hours each day at home working; 5 days a week. Please direct to my question to expand taxpayer's knowledge in a legal term about fraud and waste.
      If It is legal, I really want to open a non-profit org. like that to put everyone on payroll or to work at home while taking care my kids. Thank you.

        And it is your responsibility to know what this person's work assignment is and/or to be shown the evidence of his work? Are you this person's manager or supervisor?
