Assuming that the new policy is actually NEW (and not that it had been changed earlier and you just weren't informed of it), no, once vacation has been accrued under the terms of the company policy, it cannot be taken away.

Can earned vacation time be taken away?

I started working for a company 18 months ago. In the employee handbook it stated after 1yr and 3 mos I would be eligible for 2 weeks vacation time. My employer did not know what the handbook stated and when it was brought to her attention, she said that she is doing away with vacation time all together and wrote up a new revision for the handbook. Can she take away vacation time after it has already been earned?
