I work for a child care division of a very large corporate company. Is it legal for them to force a person to work overtime when the company's mandated(not state mandated)ratios are high?

As with your other question. Unless you are covered by a CBA or other contract that says otherwise, they can require you to work any hours they choose, as long as they pay you for those hours & overtime in accordance with state law.
