    I am an hourly employee, and my employer has recently announced that our Supervisors will modify our Time Cards to burn up our Paid Time Off in the event that we call in sick.

    We are not paid "Sick Time", and we previously had the option of either putting in for Paid Time Off when we have to call in sick, or taking that time as unpaid Voluntary Time Off.

    This will make it impossible for employees to "bank" our vacation time in advance of planned time off, in the event that we get sick.

    Is this legal? If we are not paid Sick Time, the company should not be able to FORCE us to take Paid Time Off for an unexpected and unplanned sick day. Is there any such thing as a "planned" sick day?

    Yes, this is legal because there is no law making it ILlegal. The employer can apply PTO for your absences, whether you want him to or not. In fact, being that you don't have a unique sick pay program, I'm guessing that is exactly what PTO is for (and that really is the definition of PTO=Paid Time Off, no matter for what reason).
