Can you give a memo to an employee for drinking too much at a company sponsored event when the VP was the one pouring "very strong alcoholic drinks"?

Sure. Each individual is responsible for the amount of alcohol he or she consumes no matter who is pouring the drinks. I'd also suggest that the head of HR or the company president have a "word" with the VP and any other employee-bartenders about using their brains and making sure that no one is overserved.

If a drunken employee got behind the wheel after the party and a tragedy occurred, everyone would feel horrible (to say the least.) The employer could also have some significant liability depending on the particular State.
