    In a California labor law hearing at the Labor Commissioners office, who has the burden of proof in the hearing? Is the Defendant/Employer guilty until they prove themselves innocent, or must the Planitiff/Employee making the claim prove beyond a reasonable doubt that their claim is true and correct.

    Any information regarding this question will be greatly appreciated.
