    If this were your official personnel file kept by HR, I might be concerned. Unless there is something specific to public employees in your state (and there might be - we have other posters who may be able to speak to that) I am not aware of any legal mandates regarding what your supervisor may or may not put in their personal file on you.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
