    I have an employee who worked from 8am to 11am. Another manager in the organization is saying the company has to pay this person for a full day per NY state law.

    The employee is an Exempt Employee.

    Do I only pay for hours actually worked or a full day?

    The full day (you can never reduce an exempt employee's pay in less than full day increments and only then for a very few specific reasons.) However you can debit his or her vacation/PTO/etc. for the time. You just can't reduce his paycheck.

          You may, but are not required to, take the time off the employee's paid time off bank (vacation, holiday, sick leave).

          If this is a 9 to 5, 40 hour a week employee that does nothing more, nothing less, then tag any available PTO for the time taken off.

          If there is no PTO left, you must pay the full day.
