    I'm a non-exempt employee in NY, and work a four day ten hour work week with Friday my scheduled day off.

    this week, with Monday off for Veteran's Day, we are being "encouraged" and "expected" to work on our scheduled day off-

    is this permissible?

    if "required," does this change the wage at which one is to be paid?

    Yes, this is permissible.

    No, it does not change your wage rate. You have to be paid for all the hours that you work but there are only two (possibly three - the website for one state is contradictory) states in which the law ever requires a premium for working on a holiday; New York is not one of those states; no law in ANY state requires a premium for working on a scheduled day off.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
