    I have an employee that was waiting at home for 2 hours to pick up her boss. Is she entitled to get paid for those 2 hours?

    With no more information than you have provided us, I would pay her.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.
