    Is Employee Leasing considered a "payroll" company?

      Just to be clear, third party payroll providers like ADP are agents of the employer. They do whatever the employer tells them to do. If a "bad" action occurs, it is the employer responsible for the bad action. I am a long time payroll person, and whenever the payroll service did something, it did so because I (or my staff) told them to.

      Past that, I agree with what everyone else says.
