    I resigned my position with a horrible company in April after receiving an offer from another company on April 16. I signed an offer letter to begin work on June 1 and supplied the new company with references and copies of my degree and certification. On May 19th, while I was on my way to the company to take my drug test and background check, they called and told me that they were rescinding their offer due to not having enough clients. I cannot get my old job back. The Department of Labor has denied my claim. Is it likely that I will an appeal?

    You can appeal the denial of your unemployment ins. but generally you do not get UI when you quit/resign from a job.

    Regarding the offer letter from the other co., an offer letter usually does not rise to the level of a binding employment contract & the offer can be rescinded.
