Default Part Time Standards

I am in VA and we have anemployee who is notoriously late. At Christmas we did not pay him for the holiday because he went against company policy. Since then he has been about 2 hours later than his normal lateness. Are there any guidelines that state you have to work a certain amount of hours to be concidered part time? Can we bust him back to part time, since he only works appox 28 hrs a week, taking away his vacation accrual and insurance? PLease help me

No, there are no laws dictating what is considered full or part time. Unless he has a bona fide contract that guarantees him full time status, there is nothing in the world stopping you from making him part time. Or firing him.
