disabled and in trouble

I'm a quadriplegic living in Missouri. The state allows me to hire an aide for 8 hours a day. She is paid though an independent company by medicaid. After years of saving, I took a trip to the UK. I had to pay for my aide to accompany me because I need her help for everyday task. We took the trip at the beginning of February, she turned in her timesheet and was paid normally. Now here it is, almost the end of March and the email me and tell me they just found out she shouldn't have been paid for those 2 weeks and they are withholding her paycheck that is supposed to go out in the mail tomorrow. Is this legal?
