my company is thinking about taking away a week of vacation time for employees who have been here 5 years or more. Since this is a promissed incintive of the company can they just decide to deduct a week? Oh, and it does not apply to the President and VP

Vacation time is not required by either Federal or state law and in your state accrued time is not considered wages. So yes, while I don't necessarily agree with the policy, it is legal.
