Exclamation Age to move in with a boyfriend

I have a niece that is 17 and she is dating a 24 yr old. She has not lived at home for over a year. If she was to move in with this 24 year old before she turns 18 would either one of them be in any kind of trouble. Her parents do not approve of them dating however if i understand right since she is 17 she is at the legal age of consent. Please help with some answers I dont want either of them to be in trouble with anyone. I need to know what Texas law is on this subject.
