Presumption of Guilt?

Can anyone translate this to simple words that I might can understand better (taken from my employee handbook):

No "presumtion of guilt" is created by the mere existence of a relationship with outside firms. However, if an employee has any influence on transactions involving purchases, contracts, or leases, it is imperative that he or she discloses to an Officer of the Company as soon as possible the existance of any actual or potential conflict of interest so that safeguards can be established to protect all parties.

I'm still figuring out if I (the designer) should accept a job with a competitor, (salary increase $5,000 a year), without my husband (the welder) losing his job.
