workers comp in Pa

Is Fed Ex required to carry worker comp on its curriers? My daughter is a currier and injured her shoulder but she said she doesn't have workers comp.
She is paid by the hour. She is not managerial just a currier.

If she is an employee, she must be covered. Who told her she was not? Is FedEx her employer of record?
