My doctor has put me on bed rest for two weeks for complications with my pregnancy, due to high stress at my job elevating my blood pressure. I am a salaried employee in lower management and my employer says he won't pay me while on bed rest. Can he do this?

Yes, that is acceptable. If you do not work at all for a full work week, he does not have to pay you, even if you are exempt.

Not unless you have either elected to participate in any short-term disability benefit offered through your employer or have purchase an STD policy on your own. Utah does not have a state disability program.
