Is it permissible to require employees to take their lunch a half hour after after starting work? If not what is the earliest they can require an emplyee take it?

Yes, there are no laws in Utah even requiring that adults receive meal periods or rest breaks, let alone how they are administered if the employer chooses to provide them. Minors are different, however.
