Default Verbal Hire then no job- help

I'm trying to find out what if any legal remedies I might have in this case.

I was hired by an employer verbally over the phone. I was to start two days later. I received a call putting off my start date for a week. Which turned into an additional week then no calls. I finally got ahold of the employer who could not give me a start date now. A week later I get a call telling me do to Chapter 11 filing I could not be brought onboard.

Here was nearly a month of my life I could have been actively seeking other work. Now I'm sitting here still unemployed. Financially hurting because I had used some of the funds I had been saving to pay some lingering bills since I was to start work.

Am I eligiable for NC Unemployment since I have not held a job in this state? Is there any legal action that could be taken against this company.

I resigned my previous position to move to NC and received this job offer a week after arrival.

Any help would be greatly appreciated.
