Ohio has no statute requiring that the final paycheck be released at any particular time.

Ohio law does not require that you be paid any unused vacation at termination.

Default Withholding pay

I understand that Ohio law does not require employers to release paychecks to terminated employees within a specified time frame, but what about current employees? Are there any laws that apply to this issue?

The only laws Ohio has regarding paydays are:

You must be paid at least twice per month; monthly if allowed by custom or contract and wages paid by first of the next month.

Wages earned during the first half of month, pay by 1st of next month; wages earned 2nd half of month, pay by 15th of next month.
