Unhappy quitting my job because of harassment

Where I work our clinic is associated with community action. We are supposed to be separate from them. We have our own board of directors but the problem is that the ceo and other staff from community action are making decisions for our medical office and they have no clue what goes on here. There have been times where people from community action have screamed and degraded and embarassed the medical office staff in front of other staff. Is this considered harassment? I am suppossed to do all the billing for our Medical and Dental office, but since I am also trained as a medical assistant/Receptionist I am pulled to fill those positions. We currently have 4 Doctors and 4 full time staff members which consist of 1 Office manager, 1 Billing person,1 receptionist and 1 Medical Assistant. We also have a file clerk. I hope someone can help me. I not sure what to do. Is it legal to work like this?

It very well may be harrassment, but as you describe it, it is not illegal harrassment.
