Angry vacation denials

I have been with my company for 13 years. I earn 5 weeks vacation a year. For the last 10 months my vacations are being denied. I have put in for paid vacations a total of 9 different times and they keep being denied. Most of the time it has been due to staffing issues. Can they do this? They tell me the only way I can take off is to fill it myself, with our producing overtime. Or swap days out with someone else (which of course is not a vacation). I have so much vacation time built up that I sold $900.00 of it but they put it on my regular payroll check so I only got about $300.00 of it and the rest was taxed heavily.

I just didn't know if they can continously denie my vacation. (although some people are getting theirs). Any help in this matter would be greatly appreciated.

Unfortunately for you, your employer can deny your vacation.
