In California, is it legal to withhold an employee's final paycheck until the employee returns the company issued assets (laptop, pager, cell phone)?

No, it is not legal. However, the employer can pursue the employee through other legal means for the missing property. You can read about filing a wage claim at: http://www.dir.ca.gov/dlse/howtofilewageclaim.html
