I am having a difficulty paying my electric and gas bills, especially in the winter. Does New York State offer any assistance for people like me?

Yes. The Energy Services Bureau of the New York State Division of Housing and Community Renewal (DHCR) administers the Weatherization Assistance Program which provides help to low-income persons to weatherize their homes and lower their energy bills. The program is open to both owners and renters and serves every town, village, and neighborhood in the State. Local non-profit organizations will come to your home to install energy conservation measures from insulation to new heating systems. To apply for Weatherization assistance, contact your local service provider. For a list of local Weatherization agencies please contact the DHCR Regional Office nearest to you.
