    I don't think you fully understand how state aid works. It is not your friend's money; it is the grandmother's money, and she can spend it as she feels like it. Your friend is no more entitled to it than I am.

    My primary concern about the grandmother's actions had to do with the educational issue.

    However, I think this thread has about run its course.
    The above answer, whatever it is, assumes that no legally binding and enforceable contract or CBA says otherwise. If it does, then the terms of the contract or CBA apply.

    I still don't know why it lasted long enough to get this far (second page). If the girl is that young and had no education past 3rd grade, someone would have known. With exception for extreme circumstances.
