    Default non exclusive hiring hall California

    Can someone please explain or generalize how a non-exclusive (referral) hall operates? Without violating the duty of fair representation, what would be the fairest way to set up this type of hiring hall?

    This sounds like a homework assignment. Lets see Labor Relations perhaps?
