Default Paycheck issues Utah

My employer claims to have sent me a check 3.5 weeks ago, I still haven't received it. Now they tell me that I will have to pay a $10 check stop fee to get another check issued. Can they do this?!?!? It’s not MY fault that the check didn't get to me (its not like I lost it or something, I just never got it) BTW I live in Utah and work as an independent contractor
